Today, January 5, 2012, we received 5 emails with spam from IEEE Computational Intelligence Society. The IEEE Spammer is called Zeng-Guang Hou, Institute of Automation, The Chinese Academy of Science. Why does IEEE spam everybody?

IEEE conferences publishes 20-30 SCIgen papers every year and hundreds of other junk papers.

If you do not know what is SCIgen paper find it via google. It is a paper with randomly generated text.

The email was typical fake-scientific-conference-in-China spam: "we courteously invite you to deliver a Plenary Speech" as a "leading authority" in a field where I have no expertise. I've gotten several of these from "BIT Life Sciences."

This time, though, IEEE, a (formerly?) respectable engineering organization, was listed as a sponsor. I assumed the scam was using IEEE's name without permission, but the "6th International Conference on Bioinformatics and Biomedical Engineering " is actually listed on the IEEE web site. Apparently, IEEE has been involved in many fake conferences, which have, for example, accepted papers that are computer-generated garbage. Sad.

I don't mean to imply that all conferences in China are fake -- I went to one a few years ago that was excellent, and am scheduled to speak at another -- or that fake conferences happen only in China. They do seem to have more than their share, though.

A colleague was bragging that he had a paper accepted at an international IEEE conference in China. Since IEEE has often been found to support so-called bogus or fake conferences (ones that accept any paper, even those generated by SciGen) and since I was on vacation with internet access and time on my hands, I decided to have a look.

IEEE has a site that can be used to search for conferences, so I looked for conferences in Beijing in 2009. Amazing, there are 23 IEEE conferences this year in Beijing! Okay, China is a large country. I idly flicked through a few of them, when I realized that the contact person for an number of them was given as Prof. Mengqi Zhou.

More research turned him up as Chairman of the IEEE Beijing Section, and 10 of the 23 conferences listed him as the contact. Now I was really curious, so I spent a good bit of time researching the conferences. Some appear to be legitimate - they have a venue listed on their web page, they have a small range of topics listed, there is someone more or less serious-sounding as the contact.

But others are mighty strange indeed. There are dysfunctional web sites, no venues listed. And from October 16-18, 18-20, 21-23 there are three large conferences listed at the Beijing University of Posts and Telekommunications, with a fourth from 6-8 Nov. The contact for all four conferences is the same person, Weining Wang. Three of the four have identical registration prices and registration forms - only the dates and names of the conferences have been changed and are in a different font. The fourth one has a dysfunctional web page. Here is the data that I collected during my research:

Yes, the IEEE people left the Hotel and did not pay the bill of the Conference

We contacted the Hotel Manager in Radisson Blu (SAS) Berlin and confirm this report of April 26.

Now, everything is clear enough. The IEEE Conference took place in this Hotel but the organisers did not pay their expenses to Radisson Blu. What a pity. A great society like IEEE to humiliated!

A pyramid spam scheme from IEEE and IEEE Sub-Shops!

From this forum we fight the absolutely trade conferences IARIA and HIGHSCI. After our posts, IEEE stopped the collaboration with IARIA, but new IEEE-sponsored and IEEE-indexed fake conferences sprang. We are the blog where everything is proved by strong documents.

We put in black list conferences only with strong proofs. We respect the conference organizers and we do not classify any conference in our black list without reviewing its proceedings. Many other sites that have collections with "fake conferences" are simply poor attempts of some conference organizers to dis-advertise other conference organizers. Be careful.

However, the following email is an unmistakably proven spam email of a FAKE CONFERENCE from "IRAST" FAKE conferences.

Some commercial web site that uses the name of IEEE to promote its bogus conferences. Not one name of a scientist exists in their site. There is no president, no editorial, no committee. Nothing. Nothing. Enjoy their site

Assuming that, indeed. this is a new scientific organization based in USA, as they claim in their site, then why do they run their first "conference" in Indonesia?
They have a phone number on their web. We tried repeatedly to contact them, but nobody replied.
But, the IEEE gave its name just for a commission in the conference fees. This is the demise of the IEEE.
They also have this sentence in their site (http://www.irast.org/conferences/DEIT/2011 ) as well as in their spam : "Bali is a favorite vacation destination for many nationalities."

Why do the IEEE continue selling its services to these commercial academicians?

What about the academic responsibility of IEEE?

How many SCIgen papers must appear in IEEE Xplore Data base in order to Stop these ... "academic" sponsorships and these ... "academic" collaborations in these exotic places?

At DePaul University, the tip-off to one student’s copying was the purple shade of several paragraphs he had lifted from the Web; when confronted by a writing tutor his professor had sent him to, he was not defensive — he just wanted to know how to change purple text to black.

And at the University of Maryland, a student reprimanded for copying fromWikipedia in a paper on the Great Depression said he thought its entries — unsigned and collectively written — did not need to be credited since they counted, essentially, as common knowledge.

Professors used to deal with plagiarism by admonishing students to give credit to others and to follow the style guide for citations, and pretty much left it at that.

But these cases — typical ones, according to writing tutors and officials responsible for discipline at the three schools who described the plagiarism — suggest that many students simply do not grasp that using words they did not write is a serious misdeed.

It is a disconnect that is growing in the Internet age as concepts of intellectual property, copyright and originality are under assault in the unbridled exchange of online information, say educators who study plagiarism.

Digital technology makes copying and pasting easy, of course. But that is the least of it. The Internet may also be redefining how students — who came of age with music file-sharing,Wikipedia and Web-linking — understand the concept of authorship and the singularity of any text or image.

“Now we have a whole generation of students who’ve grown up with information that just seems to be hanging out there in cyberspace and doesn’t seem to have an author,” said Teresa Fishman, director of the Center for Academic Integrity at Clemson University. “It’s possible to believe this information is just out there for anyone to take.”

Professors who have studied plagiarism do not try to excuse it — many are champions of academic honesty on their campuses — but rather try to understand why it is so widespread.

In surveys from 2006 to 2010 by Donald L. McCabe, a co-founder of the Center for Academic Integrity and a business professor atRutgers University, about 40 percent of 14,000 undergraduates admitted to copying a few sentences in written assignments.

Perhaps more significant, the number who believed that copying from the Web constitutes “serious cheating” is declining — to 29 percent on average in recent surveys from 34 percent earlier in the decade.

Sarah Brookover, a senior at the Rutgers campus in Camden, N.J., said many of her classmates blithely cut and paste without attribution.

“This generation has always existed in a world where media and intellectual property don’t have the same gravity,” said Ms. Brookover, who at 31 is older than most undergraduates. “When you’re sitting at your computer, it’s the same machine you’ve downloaded music with, possibly illegally, the same machine you streamed videos for free that showed onHBOlast night.”

Ms. Brookover, who works at the campus library, has pondered the differences between researching in the stacks and online. “Because you’re not walking into a library, you’re not physically holding the article, which takes you closer to ‘this doesn’t belong to me,’ ” she said. Online, “everything can belong to you really easily.”

A University of Notre Dame anthropologist, Susan D. Blum, disturbed by the high rates of reported plagiarism, set out to understand how students view authorship and the written word, or “texts” in Ms. Blum’s academic language.

She conducted her ethnographic research among 234 Notre Dame undergraduates. “Today’s students stand at the crossroads of a new way of conceiving texts and the people who create them and who quote them,” she wrote last year in the book “My Word!: Plagiarism and College Culture,” published by Cornell University Press.

Ms. Blum argued that student writing exhibits some of the same qualities of pastiche that drive other creative endeavors today — TV shows that constantly reference other shows or rap music that samples from earlier songs.

In an interview, she said the idea of an author whose singular effort creates an original work is rooted in Enlightenment ideas of the individual. It is buttressed by the Western concept of intellectual property rights as secured by copyright law. But both traditions are being challenged.

“Our notion of authorship and originality was born, it flourished, and it may be waning,” Ms. Blum said.

She contends that undergraduates are less interested in cultivating a unique and authentic identity — as their 1960s counterparts were — than in trying on many different personas, which the Web enables with social networking.

“If you are not so worried about presenting yourself as absolutely unique, then it’s O.K. if you say other people’s words, it’s O.K. if you say things you don’t believe, it’s O.K. if you write papers you couldn’t care less about because they accomplish the task, which is turning something in and getting a grade,” Ms. Blum said, voicing student attitudes. “And it’s O.K. if you put words out there without getting any credit.”

The notion that there might be a new model young person, who freely borrows from the vortex of information to mash up a new creative work, fueled a brief brouhaha earlier this year with Helene Hegemann, a German teenager whose best-selling novel about Berlin club life turned out to include passages lifted from others.

IEEE sold its name again in Fake Conferences

It seems that the IEEE Publication and Indexing Services is a huge Scandal.
Our Blog started in 2008 when our blog discovered the huge IEEE Fraud with
IARIA Conferences and HIGHSCI Conferences.

Both of them have been checked so far for many fake papers and many fake conferences.
Some other blogs also like http://netdriver.blogspot.com/ went further and "certified" several fake conferences.
It seems that IEEE (after 3 years of voices from our blog and similar other web sites that
are specialized on Fake Conferences -- Google: IEEE Fake Conferences, or IEEE Bogus Conferences or IEEE Junk Conferences) has just stopped the "party" of the "paid vacations"
of IARIA Bogus Conferences.
Many Scientists have been relieved. However, we were not right.
IEEE stopped its Sponsorship to IARIA Bogus Conferences, because they did not agreed in the commission. So, IARIA conferences have not the IEEE Logo, IEEE Computer Society Press any longer.

Petre Dini (a scholar with Italian father and Romanian mother that lives and works in Canada) is really clever: He knows now that IEEE Brand Name is not so strong as it was 10 or 20 years ago after the revelation of so many IEEE fake conferences. So, he has refused to pay high commission (20-30%) from the registration fees that IARIA www.iaria.org derives to IEEE headquarters.

So, the IEEE did not stop the sponsorship to IARIA, because IEEE believes now that IARIA is a source of fake conferences, but because they did not make a commercial agreement this year.
In fact, IEEE is not interested if your conferences are real or fake. IEEE is not interested if your conferences are bogus or not; IEEE is not interested if your conferences are junk or not.
The only think that IEEE cares is a good commercial deal, i.e. how to take the maximum commission of the conference fees.

This is proved because IEEE continue sponsoring the HIGHSCHI Conferences inspite of their fake papers (SCIGEN Papers) that were months or years some times in IEEE Explore

Yesterday, I received an email apparently from a new blog

I couldn't believe this email (see below) but now after the new fake
IEEE conference (I wonder how many fake conferences of the IEEE we
know now), I absolutely accept this message:

It's that time of year again. Suddenly, your inbox is filled with
letters requesting that you submit a paper to the "The 14th World
Multi-Conference on Systemics, Cybernetics and Informatics: WMSCI
2010" or "WESSEX INSTITUTE OF TECHNOLOGY" or "The International Multi-
Conference on Engineering and Technological Innovation: IMETI 2009",
or the "IEEE Conference on Computational Complexity (that published
many garbage papers last year)

Never heard of any of this because you are a philosopher getting the
emails, too? Don't worry, serious computer scientists don't usually go
to the conferences, although people do easily get impressed by all the
names and submit a paper.

Strangely enough, all papers are accepted, as long as you have paid
your registration fee. You don't actually have to come and give the
paper, although the family will surely love following you to Orlando.
The "Acceptance Policy" is spelled out in pseudo-scientific detail on
the conference site. I paraphrase: We accept everything, because there
might happen to be a good paper in there, and because a reviewer might
plagiarize a paper they reject.

This conference accepted a paper back in 2005 that had been generated
by a computer programmed by some MIT students, SCIgen. A nice blog
discussion of that and the conference is found here. There was quite a
row about this back in 2005, as one must question how scientific a
conference is that accepts random (albeit well-worded) garbage and is
willing to publish it. It is said that more than 1500 papers are
accepted (at $ a pop that isn't chicken feed), and the "majority" are
actually presented. That is not what a real conference is about, where
you meet and discuss with peers working in similar areas.

How many of these thousands of papers ever get cited? That is perhaps
an indication of how good the papers really are. I just searched the
ACM Digital Library. There are 19 (nineteen) citations of the WMSCI
conference. There have been 12 such conferences taken place.

That's not too many, so I went through the references for all 19
papers. Eleven of these papers were written by at least one of the
authors of a WMSCI-published paper, so over half are self-citations.
One paper is Peter G. Neumann's note of the acceptance of the fake
paper in his "Risks to the Public" column in Software Engineering
Notes.

As an aside, there's a fascinating paper on bibliometrics for
discovering low-quality conferences published in 2007: Measuring
conference quality by mining program committee characteristics.

Glancing down the lineup of invited speakers can cause quite some
hilarity: Karl H. Müller, is given at CCCT2008 as being with the
"University of Ljubljana (Austria)". I don't think that Austria has
acutally annexed Slovenia, and a search of their web site turns up Mr.
Müller as having given a talk therea few years back, but he is not
listed as a teacher. He lists himself in his CV on the pages of his
institute as teaching at any number of Austrian schools, but
strangely, they don't list him.

Dr. Subhas C Misra is listed for this conference as being a visiting
Scientist at Harvard, for another conference as being a visiting
scientist at State University of New York. At another conference he is
listed as the "NSERCPDF Scientist, Harvard University", but I find no
mention of this program outside of his CV. Harvard includes CVs of its
visiting scientists on its home page, there is no mention of Misra.

Who are these guys?

It seems that anyone can make up a fancy institute name and make
themselves director, declare themselves teachers at University X (and
may actually have taught there a semester or so before being put out
on their ear), make up papers and fancy conferences and rush around
finding themselves soooo important - but this has nothing to do with
science! They can even pretend to be from some institution. Most are
so large, no one can be sure that they are not actually from that
place.

What can be done to stop this pseudo-science? Or do we just ignore
them, but watch young people and unsuspecting colleagues pour
departmental travel money into attending these conferences to present
their papers? We do get a publication point out of it.....

In this blog, you will find many alerts for junk conferences i.e.
conferences that you must not go. Conferences (like the IEEE
Conference on Computational Complexity or the Conferences of Wessex
Institute of Technology or the Nagib Callaos Conferences) that pollute
our mailbox with much Spam every day.
A very good effort [Registered users can see links. ] gave us the idea
to creat our own blog.
Not to mention of course, the hundred fake conferences of IARIA,
HIGHSCI, IASTED that pollute our academic world with junk or "almost"
junk "conferences.
But, we will have all the academic winter 2009-2010 with many posts
informing you this unacceptable situation where the first teacher was
the IEEE and the IEEE Sponsored Events of IARIA, IIISCI (Nagib
Callaos), WESSEX Institute of Technology and the other fruits of the
academic basket!

Except WMSCI many fake papers appeared recently in several IEEE conferences,
because the IEEE grants its name and its logo to many local organizers that without

It is being argued that such conferences only exist to make money out of
researchers that are looking for a simple way to publish their work

IARIA and HIGHSCI use the name of IEEE and the IEEE publishing services,

the IEEE Conference organized by IARIA. This paper receive automatical acceptance within a
few hours with simultaneus "command" of direct payment.
Unfortunately this paper was not published because the authors did not pay the registration fee.

A paper titled "Towards the Simulation of E-Commerce" by Herbert Schlangemann got
accepted as a reviewed paper at the

Furthermore the author was invited to be a session chair during the conference

Recently, Denis Baggi, Chairman, IEEE CS confessed that " Selection criteria such a refereeing etc. are
meaningless", probably means that IEEE has accepted the unreliability and bogusity of its conferences.

Today, more than 4,800 signatures have been received, most of them from rembers or former members of the IEEE. It is worth noting that the list of signatories contains an

First let me thank all those of you who have sent me very warm messages of support and ncouragement. For some of you, such initiative was long overdue. Many others have learned about the embargo through this petition drive, and were grateful for the initiative. In addition to signing the petition, many of you have added comments for the IEEE President which I will forward to him. Most of these comments express concern and anger at what is seen as a totally unacceptable decision on the part of the IEEE BOD.

We had initially announced that we would send the names and comments of the petitioners by the end of January, but this deadline has been extended for several reasons: - by the end of January, signatures were still coming in at a high rate; - many IEEE members were still unaware of the existence of this embargo, a fortiori of the petition; - several members asked me to wait because they wanted to publicize
the petition in various newsletters, some of which are still coming out. In addition, the IEEE President was of course fully informed about the petition and the list of petitioners, since he has written a letter to me about it, which he has made public on the IEEE website.

The petition website will therefore remain open for as long as the IEEE embargo lasts, so that people can continue to voice their opposition to it. However, all signs indicate that our action will be successful and that the IEEE will lift its embargo very soon. See "New information" below.

By March 10, I will collect all the signatures that have come in, together with all comments that people have written, and send these to the President of the IEEE. In order to maximize the impact of our petition, I therefore invite each one of you, before March 10, to try and enlist additional signatures from IEEE colleagues or student members who have not signed yet. However, please limit your requests to IEEE members. Even though some scientists and engineers feel that this is a problem of concern to all people in the EE profession, the votes of IEEE members will clearly carry more weight with the present IEEE leadership than those from people who, for some reason or another, have not become a member of our Institute or who have stopped being member. (Actually, some signatories have already decided not to renew their membership because of the embargo).

New information about the embargo and the IEEE strategy

One of the benefits of coordinating such petition is that I have received a lot of new information about the embargo issue, the attitude of the IEEE, that of other US-based scientific and professional organizations, as well as some relevant legal information. In addition, a number of interesting letters or news articles have appeared. Finally, the IEEE itself put up a webpage concerning the embargo, which is regularly updated: see http://www.ieee.org/portal/index.jsp?pageID=corp_level1&path=about&file=ofac.xml&xsl=generic.xsl

From all this information, including the information provided by the IEEE itself, the following scenario emerges very clearly.

1. The IEEE was initially alerted in 2001 by a bank that told IEEE that a bank transfer to Iran was not allowed because of embargo rules edicted by the Bush administration against commerce with a number of nations, including Iran.

2. As a result of this, IEEE decided in January 2002 to severely restrict its services to its members in Iran, Libya, Cuba and Sudan. The details of these restrictions are listed on the webpage that IEEE eventually set up in late 2003. They are also listed on our petition webpage.

3. For a long time, IEEE remained silent about these sanctions. It was essentially the Iranian community (there were still 1700 Iranian members of the IEEE in 2002) who made the embargo known.

4. In December 2002, IEEE asked OFAC (the Office of Foreign Assets Control, an administration under the direct responsibility of the US President, that supervises the trade embargoes edicted by the US administration) to clarify the rules they had to apply with regards to editorial restraints for authors from Iran. IEEE was apparently the only major US-based scientific and professional organization that had applied these trade embargo rules to scientific and editorial activities.

5. OFAC took 10 months to answer. It was clear from their response, released on September 30, 2003, that they had no understanding of the functioning of scientific editors and the operations of an international scientific and professional organization. However, by its very request, IEEE had forced OFAC to extend their embargo rulings from the realm of trade matters and export of technology to the realm of scientific publishing.

6. Beginning in October 2003, the IEEE BOD started publicizing the OFAC ruling and informing other scientific organizations and publishers about their "obligation" to abide by these rules. At the same time, they tried to pursuade these other organizations to join them in putting pressure on OFAC in order to amend the rules and restore the free exchange of scientific information that should prevail in the world of science.

7. Most of the major US-based scientific societies and publishers, such as the American Institute of Physics, the American Physical Society, the American Association for the Advancement of Science
(publisher of Science) have always ignored the embargo. But in late 2003, following the publication of the OFAC ruling on IEEE, some societies started applying similar editorial restrictions towards authors from Iran, Libya, Sudan and Cuba. The most important of these was the American Chemical Society, publisher of 32 journals.

8. In January 2004, the American Association of Publishers put out a memorandum about the OFAC/IEEE ruling of September 2003, in which it stated that "this ruling constitutes a serious threat to the U.S. publishing community." It is considering a legal challenge to these regulations.

9. on February 9, 2004, IEEE organized a meeting in Washington D.C. attended by about 30 publishers, as well as by the OFAC Licensing Chief, a Mr David Mills. At that meeting, the OFAC chief invited the
groups present "to help OFAC better understand the academic peer review process". (No joke!) The report of that meeting, written by the IEEE, is on the IEEE website. The report goes on to say that, "as
a result of that event, IEEE will work with industry colleagues to ensure OFAC obtains the education it needs to understand the difficult issues facing scholarly publishers resulting from restrictions on editing and peer review."

10. Following that meeting, the American Chemical Society (ACS) announced on February 11, 2004, that it was lifting the embargo, which it had only started applying last Fall as a result of the OFAC ruling on IEEE. According to the President of Publications of ACS, "the embargo put us at odds with our own ethical guidelines... It is, frankly, inimical to the advancement of science, which is a worldwide activity... ". He went on to say that, on the basis of the information obtained at the meeting with OFAC, "we now have a much better understanding of what our situation is, what the laws are, and the status of the OFAC ruling." And he added that, if the government does not change its position, "we felt we were on good legal grounds to challenge the (OFAC) ruling."

11. The IEEE, on the other hand, is continuing the embargo, and has even posted its new policy for handling of manuscripts from authors of embargoed countries on its website. These new IEEE rules only deal with editorial restraints for Iranian authors. Tougher restrictions apparently apply to authors from other embargoed countries. In addition, the other IEEE sanctions towards members from embargoed
countries remain in force: no access to website services, no promotion to Senior Member or Fellow grade, no access to member rates for participation in IEEE Conferences, etc.

It is obvious that IEEE is more isolated than ever in its application of an embargo towards some of its own members. Most of the other scientific and professional institutions, even those that have
"American" in their name, are ignoring the embargo rules of the Bush administration on the grounds that it would constitute a violation of their ethical rules. They are prepared to challenge these rules in the US courts if necessary.

The position of these other publishers is backed by the US constitution and by the laws of Congress. The First amendment of the US constitution protects the freedom of the press. The Berman amendment, adopted by the US Congress in 1988, specifically exempts information and information materials from the nation's trade embargoes.

There is, in addition, a long tradition in the US democracy for citizens and organizations to defend their rights and their freedom against government interference by appealing to the courts. Thus, the position of the US-based publishers is further reinforced by a US court decision, in 2000, in which the judge, citing the First amendment of the US constitution, ruled that the US government, represented in the case by the US Secretary of Commerce, had no legal ground to prohibit a Professor from making available on his website the source code of some encryption program. That judgment has been sent to me by a US colleague (thanks!).

One is left to wonder why IEEE decided in January 2002 to start applying an embargo that was destined for trade matters, and then decided almost a year later to ask OFAC how this embargo had to be applied to scientific and publishing matters, with the obvious effect of attracting OFAC's attention to the world of scientific publication. Some have suggested that there must be some hidden political reasons, though it would hardly seem likely that those members of the IEEE in the know could accept that the operations of our international institute be governed by a political agenda hidden from the vast bulk of the rembership. Others have suggested that there has been simple misjudgment, and a desire on the part of the IEEE leadership to be seen as a "good soldier". This suggestion is bolstered by the IEEE BOD talking about possible jail sentences for its employees, or using statements like "OFAC's authority is extraordinary, because it is grounded in presidential authority and national security", where other American societies have deliberately chosen to ignore OFAC.

Whatever the explanation, the position of the IEEE BOD is untenable. We can therefore expect that IEEE will soon put an end to an embargo it should have never initiated, and join the other scientific organizations in their refusal to apply the OFAC rulings. In addition, our petition has generated a lot of strongly worded protest letters addressed to the President of the IEEE. However, it is probably fair to say that, in order to help the IEEE leadership to take the right decision, we must continue to apply pressure from the membership through this petition, as well as all other means that you think might be useful. For this reason, we urge you to continue collecting signatures, at least until the deadline of March 10. Almost certainly, each one of you knows at least one other IEEE member who would be more than happy to join this petition drive.

After March 10, we will continue to keep you informed if new information arrives. If, as it looks now quite unlikely, IEEE continues its embargo until the end of the year, we may have to consider other steps to convince the IEEE leadership that the preservation of the international nature of IEEE is worth taking a
stand.

allowed each one of you to read the IEEE position before signing the petition. That same IEEE webpage now mentions our petition, but without any link to the petition itself and the motivation of the etitioners. It only links to the IEEE President's personal response to the petition, which he addressed to me in January. This shows a rather odd understanding, on the part of the IEEE leadership, of the free exchange of ideas and information.

The IEEE Conferences are organized by different entities. Some of them were good and some of them are very bad. For example, the International Institute of Informatics and Systemics (IIIS), organized many IEEE sponsored conferences (with the logotype of IEEE)

Nagib Callaos says that IIIS is "a nonprofit organization based in Venezuela, which examines and contemplates the globalization process." interestingly, the Florida Division of Corporations lists callaos' institute (named a little differently) as a for-profit organization. what a surprise!
the saddest thing about this is that publishing at spamferences will actually hurt your career, yet many researchers don't really know what they are getting into. simply google cvs listing this conference and you'll see how successful the business seems to be (2260 hits)...

The tracks that I attended were of shameless quality.

A recent email from IEEE mentions a practice that’s been annoying me
lately: a particular form of ‘web spamming’ by academic publishers, sometimes
called ‘cloaking’. The publishing company gives search engine crawlers access to
full-text articles — but when you try to

read these articles, typically clicking on a link to a PDF file, you get a
‘doorway page’

demanding a subscription or payment.

Sometimes you’ll even be taken to a page that has nothing to do with the paper
you thought you

were about to see! That’s what infuriates me the most. I don’t expect free
articles from these guys, but it would at least be nice to see basic
bibliographical information.

Culprits include Springer, Reed Elsevier, and the IEEE (Institute of Electrical and
Electronic Engineers) The last one seems to have quit — but to see why they did
it, check out their powerpoint presentation on this subject, courtesy of Carl
Willis.

Beware of the fake conferences

We don't know about other researchers, but we get inundated with e-mails from IEEE about upcoming fake conferences from organizations we've never heard of, on topics that, at best, only tangentially relate to my work.
However, the IEEE publishes their proceedings and give them the IEEE logo and sponsorship

We think that most of these are put on by for-profit groups that try to cash in on hot topics. But now there are truly fake conferences that are fronts designed to get your financial information. In a new post by Bob Grant on The Scientist news blog, he relays a detailed example of such a scam conferences sponsored by IEEE or co-sponsored by IEEE.

YES, these are absolutely fake conferences. Either the IEEE is the main sponsor or the IEEE publishes their proceedings (IEEE CS Press)

Grant went so far as to contact the venues and speakers listed by the scammers, and of course none of those listed had ever heard of the conference.

The ultimate enticement was the offer to pay for travel expenses, and the presumption is that they would offer to reimburse you, but need your bank account information. The evolvability of internet scammers is truly impressive.

They set up a fake journal, populate it with some people's name and release CFP and ultimately their hands goes down to your pocket when it comes to register your papers!! They downloaded OJS which is an open source easily installed app, 10 mins configuration and they are done!

The funny thing is that this guy happen to send me the email from his gmail a\c and just before that I guess he configured his GMail to use the "Send Mail As" option to make it as if the mail comes from the journal domain name host. Not all the IEEE conference are legit, most of the IEEE Conferences are bogus (you must attend only the conferences that the IEEE itself organizes not the various IARIA, HISCHI etc...)
because the IEEE gives its name and its logo to any guy that wants to make money.

I am a freelance journalist who specialises in scholarly communication and in Bogus IEEE Conferences

I understand that you are the founder of IEEE Spam System in Germany

I have previously been in communication with Johan and Petr and asked him if we could organise an interview with you as President of IEEEfor me. However, I did not heard back from him on this matter.

In our email exchange Petr was kind enough to address some concerns that had been raised with me by a number of researchers, who appeared to be on IEEE Spam System but do not wish to be. Despite their best efforts they had been unable to have themselves removed from your list.

Meanwhile they were being bombarded with multiple junk emails advertizing jung stuff from IEEE.

In an email to me of 11th May Petr assured me that two researchers I mentioned to him had been contacted by IEEE Spam System and that their names had been removed. Unfortunately at least one is still being sent unsolicited email (see below), and is very frustrated by it.

I have also had a number of other researchers raise with me the issue of peer review in connection with IEEE Conferences.

You provide sponsorship to anybody and many times the IEEE Conferences have accepted and published papers produced by SCIgen or are totally garbage.

I am sure these are all misunderstandings and can be settled in an interview. I would be most grateful therefore if you could spare the time to do a telephone interview with me about IEEE Conferences (that seems to be now fake meetings) and its activities (that are commercial activities).

Actually, I would like to ask why do you give the Name and the Logo of IEEE to many institutions and individuals that work for making money from innocent people that want to extend their CV is an easy manner.

There are numerous minor IEEE conferences that are absolutely SCAM events, which may not be of greatest impact or quality, supposed to provide forums for younger researchers, or providing local platforms.

The increasing number of bogus IEEE conferences in the west countries with many crappy papers and junk reports, seems to be an indication of this.

These stupid conferences usually have mostly local attendants and sometimes they have papers and presentations in the local language, which makes it easier for local authors to submit and present.

To me, most of these conferences look legitimate, but then there's the decidedly non-local approach, the grand über-conferences with titles that often sound like "34th intergalactic conference on science, nature, and other really complicated stuff" (maybe i should trademark that...). my personal favorite is "The 12th World Multi-Conference on Systemics, Cybernetics and Informatics", hosted by the godfather of spamferences, NAGIB CALLAOS with the approval and sponsorship of IEEE Spam.

I ask you:

Why did the IEEE grant the IEEE logo and IEEE firm to Nagib Callaos for so many years.
Had the IEEE ever seen the Proceedings of Nagib Callaos?

This particular venue received quite a bit of attention for accepting a paper that had been generated by an automated paper generator. others report submitting papers with obviously stupid text and also getting accepted.

The reviewing process of these IEEE sponsored conferences seems to be non-existent (you don't get review reports, and if you ask, you get weird explanations why there are none).

The only things that seems to work well at these conferences is sending invitations (they are sending personalized invitations, something that no respectable conference bothers to do), and handling registrations (i.e., collecting money).

The IEEE Conferences are organized by different entities. Some of them were good and some of them are really very bad.

For example, the International Institute of Informatics and Systemics (IIIS), i.e. that of Nagib Callaos organized many IEEE sponsored conferences (with the logotype of IEEE)

Nagib Callaos says that IIIS is "a nonprofit organization based in Venezuela, which examines and contemplates the globalization process." interestingly, the Florida Division of Corporations lists callaos' institute (named a little differently) as a for-profit organization. what a surprise!the saddest thing about this is that publishing at spamferences will actually hurt your career, yet many researchers don't really know what they are getting into. simply google cvs listing this conference and you'll see how successful the business seems to be (2260 hits)...

This is the problem with IEEE.

Recently, Denis Baggi, Chairman, (Computer Music) IEEE CS confessed, according to a comment on the Schlangemann Blog, that "Selection criteria such a refereeing etc. are meaningless", probably means that IEEE has accepted the unreliability and bogosity of its conferences. Denis Baggi also adds: "Articles should be written only if someone has something to tell others, in which case the validity of the paper is obvious".

Criticism concerning publishers

Recently, many fake papers appeared in several IEEE conferences, because the IEEE grants its name and its logo to many local organizers who supposedly do not conduct a thorough review process. It is being argued that such conferences only exist to make money out of researchers that are looking for a simple way to publish their work, in particular publishers like IARIA, http://www.iaria.org, HIGHSCI http://www.highsci.org and SRP http://www.scirp.org appear questionable. As seen from their web sites, IARIA, HIGHSCI and SRP use the name of IEEE and the IEEE publishing services, thus attracting numerous papers. Some people to test some conference go further and sent the paper "A Statistical Method For Women That Can Help Our Sexual Education" in the IEEE Conference organized by IARIA. This paper received automatic acceptance within a few hours with simultaneous "command" of direct payment. Unfortunately this paper was not published because the authors did not pay the registration fee. Because they distributed prizes, certificates, etc... to all.
It was like a Super Market Conference. Very funny really.
Mrs. V.... has received an email from the IEEE telling that she would receive
a GOLD certificate. But this girl was only a graduate student in Psychology and she did not know anything about IEEE.
